VST Plugins do not stay in one workspace

Steps to reproduce:

1. Open Logic Pro or Garage Band
2. Choose any instrument preset
3. Click the Icon in the top right that looks like two toggle/sliders to ensure that you can see the menu
4. Open any plugin.
5. Swap workspaces and see that the plugin is floating in that workspace, too.

If you're unfamiliar with DAWs and opening plugins, I recorded a video that includes all of the UI elements you need to click to launch a plug-in:

Expected result: The plugin window should stay exclusively in the workspace it's assigned to.
Actual result: The plugin window floats across all workspaces
