Video stuttering when a web browser is in tiling layout

Summary:
Whenever I am watching any video the video will stutter through as choppy playback, sound unaffected, unless I move my mouse constantly on the video. So far I've had this happen only on subscription sites (Paramount, Disney, Hulu, etc) but not sites like YouTube or CorridorDigital.com.
If I take the window out of tiling and float it the issue goes away and the video plays as normal with no choppiness. This happens in Edge, Chrome, Brave, Firefox Dev, and Zen.

This seems to be only for DRM protected content. Movies on YouTube also stutter unless the window is floated.
