Add FOMO-like interface to settle the next Noun

When an auction ends, display a new FOMO like UI inline to settle the next Noun

Desired:

• subscribe to new blocks over websocket to get new blocks ASAP
• render Noun on client-side with preloaded @nouns/assets data for speed
• pre-sign the tx, but hold on submitting it until the user clicks to pick the new Noun

I mean just displaying the next Noun if the auction is settled on the following block. no voting
basically https://www.nouns.game/crystal-ball but syncing in near real-time and with the possibility of settling
