Scroll wheel on mouse

I searched for previous discussions and did not locate any, is there a way to not have the scroll wheel to not zoom way in or way out? It also affects when I'm viewing a web page, scroll down goes to the bottom of the page and scroll up goes back to the top. Thanks in advance!
