This maintains pins but did require upgrading Tox to support Python dependency groups.
`dataclasses.is_dataclass` returns `True` for both instances of data classes and for the class itself. But `asdict()` only supports instances of data classes, so we need to skip classes specifically.

This replaces the text files in the requirements directory with a
uv.lockfile and Python dependency groups. This also upgrades all pins to the latest version.
