Isn't the `name-collision-detector` step located in `.github/workflows/lint-workflows.yml`?

In #745, the name-collision-detector step was added,
but I don't understand why it was added to lint-workflows.yml, which is the lint for the GH workflow configuration.
I think it should be added as a step in build.yaml, but what do you think? @staabm

This issue also applies to phpstan-strict-rules.
