Templates and assets are too rigid

Currently we have one basic templates some customization, Now that we have non-library projects like SCP, browser-test, or dtls-interop, we need more customization and / or sub-templates.

And since we're using TaskFIle and nix for many of these new repo, we should prob add a validation runner or something for them.

We should start by making a separate config for applications and libraries.
