question related to config

is the config described on this wiki page only applied on ~/.rtorrent.rc? can I view, apply or change it on runtime?

another question: if I edit something *.torrent.rtorrent file, how to reload the session dir without exit rtorrent?
EDIT: oh turns out the edited file on session dir get reverted once rtorrent exit

You can't change session directory after start, nor can you change session files while it's running.
