The actions actions/checkout@v4, actions/setup-dotnet@v4, and actions/upload-artifact@v4 are not allowed in rayketcham-lab/parcl because all actions must be from a repository owned by rayketcham-lab, created by GitHub, verified in the GitHub Marketplace, or match one of the patterns: EmbarkStudios/*, Swatinem/*, dtolnay/*, sigstore/*, taiki-e/*. All actions must also be pinned to a full-length commit SHA.
