set readOnly to content fields when robots.txt is disable

When robots.txt is disabled the content fields for robots.txt should be set to disabled/readonly in the CMS.

Dev notes:
Had some issues with on save the read only would not be affected until a subsequent save or page refresh before the fields would display as readonly.
