In #5556 we added load tests that generate synthetic ledgers using test data. Since the meta format has changed in protocol 23, both the test data and the load tests need to be updated.
We'll likely need to update the unlimited.xdr file to make it compatible with protocol 23. Setting TESTING_SOROBAN_HIGH_LIMIT_OVERRIDE=true in #5717 to work around insufficient limits. See the Slack thread for more details.
