Publish dry run job is broken

It appears the following change broke the publish dry run build because some builds no longer have std:

• Switch to post-rust-1.84 wasm target wasm32v1-none #1453

This may not be trivial to fix, and so we may want to ignore the failing build for the moment for any upcoming releases.

The build to fix is:

It currently builds all members in the repo with the list of targets, but I guess what we need now is a map of targets and crates, so that crates get built with the targets relevant to them.

Alternatively, it might be easier to make it so that the soroban-spec crate can build without std, or somehow gets auto excluded for wasm builds based on some signal it provides about which targets it supports.

We fixed this "enough to do a release" so it's probably tolerable for now. If there are specific sub-fixes they merit their own bug.
