[DOCS] Language toggle doesn't indicate unsupported language

Current State

On the community catalog pages that are only supported in one language, there is no visual indicator for it. Toggling the language toggle on the top of page displays the same content, regardless of support.

Suggested Improvement

Display an indicator if a language is not supported
