I'm writing down this because there are several PRs waiting for the merge, and the plan is a bit complex at the moment.

Work order

I'll do tasks in this order.

1. Review/merge non-breaking PRs like feat(es/minifier): Inline across side-effect-free member exprs, #10056 until feat(swc_allocator): Provide allocators #10061 is ready for merge
2. Publish crates with swc_core@14, until feat(swc_allocator): Provide allocators #10061 is ready for merge.
3. Merge feat(swc_allocator): Provide allocators #10061 once it's ready
4. Once feat(swc_allocator): Provide allocators #10061 is ready, merge it
5. Merge other breaking PRs, including feat(es/ast): Add import attributes to TsImportType #9796, feat(es/ast): Add explicit namespace field to distinguish namespace and module declarations #10023, fix(error-reporters): Store diagnostics in TransformOutput #10027
6. Optmize minifier and various parts using arena-allocated hash maps. e.g. ProgramData of the minifier
7. Work on feat(swc_allocator): Add Box and Vec #10060, so we have arena-allocated Box / Vec
8. Optimize other parts using the arena-allocated box and vector.
9. Publish swc_core@15

If 6 ~ 9 takes too long, I'll publish swc_core@15 after only merging Wasm-breaking changes, as non-Wasm-breaking changes are fine.
