Create documentation page with links to external resources

We have materials related to etna published on medium/habr, we could add links to them into our documentation.

Proposal

Create page "User Guide / Resources" with sections divided by resource language. Add materials from README.md/Recources and articles from habr.

To discuss:

• What should we do about the pages "Installation", "Quickstart" and "Tutorials" in relatation to "User Guide" page? They seem connected. We could place all of them into "User Guide" but create a shortcuts to them in the header.
