feat: faq page
Adds a /faq page with 19 questions across 5 categories (Getting Started, Deploying, Simulating, Accounts & Keys, Troubleshooting).
Includes live search across all Q&As, category filter tabs, accessible expand/collapse accordion items, and a "Still have questions?" CTA that opens the existing contact dialog. FAQ link added to navbar and footer.
