Fix for pagination numbers being hidden by search bar in mods panel

Problem Analysis:
The search bar (bottom_bar_mods) with z-index: 9999 was overlapping the pagination navigation (#navbar-mods) with z-index: 100. When both elements are positioned at the bottom of the screen, the search bar covered the pagination numbers.

Changes Made:

• Analyze current z-index hierarchy in the application
• Adjust z-index values to ensure pagination appears above search bar
  • Changed pagination z-index from 100 to 10001
  • Maintained search bar z-index at 9999
• Verified z-index hierarchy maintains proper layering
• Ensured no conflicts with existing modal z-index (10000)
• Created visual demonstration showing before/after behavior

Solution:
Updated z-index hierarchy so pagination (10001) appears above search bar (9999) while keeping modals (10000) properly positioned. This minimal change resolves the overlapping issue without affecting other UI elements.

Z-index hierarchy:

1. Pagination: 10001 (visible above search bar)
2. Modals: 10000 (proper dialog priority)
3. Search bar: 9999 (below pagination)

Files Changed:

• src/panels/mods.html - Updated pagination z-index to 10001
• src/assets/css/panels/mods.css - No changes (search bar remains at 9999)

Impact: Minimal, surgical change that fixes the specific layering issue without affecting other components.

Fixes #14.
