fix workflow deploy command

Fix workflow deploy command

• --docker and --k8s options are supported.
• workflow deploy is using "maestro-api" image. It is built by

docker build -t maestro-api -f Dockerfile-deploy .

• The agents and workflow yaml files are provided to the container

  • Docker: mount the local directory of the host
  • Kubernetes: create a configmap and mount it to the container in the pod
