Summary

add centralized config validation helper that writes JSON/CSV reports
expose a validate-config Typer command and document the preflight workflow
cover validator and CLI behavior with new tests

Testing

poetry run pre-commit run --all-files
poetry run pytest tests/test_config_validator.py
