Changes

• Removed blocking PreToolUse hooks that were interfering with agent workflows
• The .NET architecture lint checks are only relevant in ancplua-mcp (Type T repo), not in this plugin ecosystem (Type A)
• Scripts remain available for manual invocation if needed

None - hooks were removed because they were blocking agent workflows unnecessarily.
