Add woke support

Summary

• Adds get-woke/woke support.
• .woke.yml is based on get-woke/woke default set and INCITS.
• Adds a CI pipeline to ensure inclusive language compliance. Triggers on pull requests only.
• Added some "ignore" rules to files that can't be changed or are historically correct (e.g. when CHANGELOG includes the word "master" in references to an old branch).

As an example, I pushed changes that did not have the "ignore" rules I mentioned above. This results in a number of violations (see here). I then added the "ignore" rules, after which the inclusive language compliance test passed.
