• deduplicate orchestration outcome logging so repeated loop passes no longer spam identical events while metrics still count every run
• track cluster peer status across health inspections and emit focused events when nodes join healthy, go unhealthy, or disappear
• cover the new behaviour with runner tests and document the improved observability in the project state log
