Approving based on the following points in favor of v4 vs v3:

Support & Deprecation: CodeQL Action v3 is officially deprecated as of December 2026 (at the same time as the GHES 3.19 deprecation) and is no longer receiving new features or updates. All users are encouraged to migrate to v4.
Performance: The underlying CodeQL engine in v4 has received performance enhancements, leading to faster analysis in many cases.
Coverage & Features: Version 4 includes more security queries and support for more ecosystems and newer language versions (e.g., Go 1.25).
Future Capabilities: New CodeQL analysis capabilities, bug fixes, and improvements will only be implemented in v4 and future versions
