External OpenSSL libs for windows builds

A standard problem for Synapse and httpclient classes is when the OpenSSL library is required for the https protocol to work. HTTPS requests are usually sent normally, but if there are problems with the HTTPS connection, then you need to add the appropriate OpenSSL libraries to the program folder.
