User story

As a developer, I want to user Docker/k8s operators in my Airflow DAG, so I can minimize the runtime environment and better organize the Airflow and orchestration workflow.

Acceptance criteria

• Transfer the code from aind-airflow-dags to this repo.
  • Add the latest handlers code
  • Add/update unit tests
• Ideally, the image is less than 100MB
