Support for surface tangential sections

Following up on conversation with Carson and Jazmin

• Need to add a new type of slice "surface tangential"
• Might need to support targeting brain areas like "VISp" and allowing some note that tells us where the window center is relative to that area

Blocked while we're waiting to hear from Carson/Jazmin about how to deal with the start coordinate of the slice and whether we can get accurate 3D positions or just "VISp"
