Use a fillable form for users to input job submissions

I evaluated a few libraries for forms generation- ideally to generate form from pydantic model.

Proposals

The ui workflow will be simplified with preset job types. Putting this ticket in blocked for now.

FastUI is no longer being supported. However, another option is RenaudLN/dash-pydantic-form. The UI (or minimally, the index page) needs to be refactored as a Dash app, but this can be mounted within the FastAPI server.
