The following scenarios are ranked in order of most power consumption to least power consumption.

  1. RockBLOCK gets signal enough signal to attempt to downlink -> fails to downlink
  2. RockBLOCK gets signal enough signal to attempt to downlink -> downlinks successfully
  3. RockBLOCK doesn't get signal
