With this change, regression now finishes before integration tests.

Overall LGTM, although I'd like to know where to get .github/get-deb-url.py from to double-check its invocation.

Also I don't really understand what's the actual status of the CI for this PR. The Github report shows many failures, and PR link from the bot shows the green build.

get-deb-url.py is a utility function in clickhouse-regression, it also received commits as a part of this PR.
