It appears that the chance of someone going to ICU depends not only on the severity of the case, but also on the hospital capacity as well, with higher chances when capacity usage is very low, and lower chances when capacity usage is very high. This PR tries to model that.
It also models that, when the average capacity utilization in a region is very high, some patients might die prematurely because the spare capacity is not homogenously distributed.
