Add support for account migration from test drive to live

As part of WOOPLUG-4517, this PR implements the backend infrastructure to support seamless test-to-live account migration in WooPayments.

• New migration endpoint: Adds backend support for migrating test accounts to live accounts via the onboarding flow by adding an extra query parameter to the current onboarding endpoint
• Cache skipping during the migration: Implements proper locking mechanisms and cache skipping during the migration process. This makes sure that any request to the account cache during this process will return []

Testing instructions

• Make sure you have the three PRs locally (Server 7549, this one, and WC Improve the activate payment step in NOX by streamlining the test account migration woocommerce/woocommerce#59616)
