Changes to Accelerate docs were causing conflicts due to the v12 restructure, so let's remove them to allow the other commits to merge.
Merge changes on main to v12-new-docs via staging branch
Replicate changes in xaml-preview branch to introduce the XAML previewer to some additional pages under /buttons.

Replicate changes in xaml-preview branch to allow the XAML preview component to have a fallback image in the event of a timeout.

Replicate updates on xaml-preview branch to introduce XAML preview feature to panel and grid pages.
Disable i18n settings in docusaurus.config. Remove entire i18n folder. Verified new styling no longer displays locale selector in the top nav.
Discarding changes to the accelerate sidebar file, since it no longer exists on the v12 branch.
Combine content of all pages on live preview and design-time settings into a single doc. Create new section /guides/ui-development.
Minor edit to /tutorials page to omit "Samples" from title. Also corrected link to direct to GitHub repo.
Add top nav section for Concepts and begin populating with docs.
Split content into two new pages, one in Guides and one in Concepts.
Delete index page for Guides. Update sidebar to use collapsible section instead.
Rename folder to /guides/data. Most pages remain in same folder for now.
Create new folder for ReactiveUI docs. Combine binding commands with/without ReactiveUI into one page and move into this new folder.
Reorganize img paths in static folder.
