Properly handle AZURE_SPEECH_SERVICE_VOICE azd env var

Purpose

Fixes #2085

The AZURE_SPEECH_SERVICE_VOICE was not properly wired up and was referenced with two different names. This PR wires it up to work for deployment and CI/CD.

Does this introduce a breaking change?

When developers merge from main and run the server, azd up, or azd deploy, will this produce an error?
If you're not sure, try it out on an old environment.
