Set AZURE_USE_AUTHENTICATION correctly

Purpose

Fix the setting of the internal AZURE_USE_AUTHENTICATION variable from the correct environment variable equivalent.

Does this introduce a breaking change?

When developers merge from main and run the server, azd up, or azd deploy, will this produce an error?

Update: I took a look at this branch locally and have proposed a different fix in #2209 (moving the check into prepdocs.py itself). I'll close this PR since my branch is based off yours.
