Purpose

Azure Cloud Shell only has Node v20.14, and our repo needs to be deployable from that environment. The latest Vite requires v20.19, so I am downgrading Vite to an earlier version for now, and changing the CI to check the exact minor version 20.14.

Fixes #2655

Does this introduce a breaking change?

When developers merge from main and run the server, azd up, or azd deploy, will this produce an error?
If you're not sure, try it out on an old environment.
