[ThreatIntelligence] Fix feature flag configs

Change(s):

• Fixed feature flag configs for PMDTI, MDTI, and UploadAPI based on the new FeatureStates, and in parity with the templates in ASI Portal connectors database: connectors.json.
• Fix api-version and documentation link for UploadAPI.

Reason for Change(s):

• The PMDTI connector is not working in Fairfax without the feature flag, due to a mismatch in configs in this template and the ASI-Portal templates. This change should fix that.
• Fix the supported api version for UploadApi, and point to the updated documentation.
