Bump savedSearches apiVersion and update package

Update Microsoft.OperationalInsights/workspaces/savedSearches apiVersion from 2022-10-01 to 2025-07-01 in mainTemplate.json (two occurrences) to align with the newer ARM API. Also update the packaged Solution (3.0.8.zip) to include these template changes.
