feat: add cli generate interface

the previous 2-interfaces solution is not elegant enough, e.g.,

aaz-dev command-model generate-from-swagger --swagger-path --swagger-module-path --aaz-path  --module liftrastronomer --resource-provider --swagger-tag
 
aaz-dev cli generate-by-swagger-tag --aaz-path --cli-path  --cli-extension-path --extension-or-module-name liftrastronomer --swagger-module-path C:\\python\\project\\azure-rest-api-specs\\specification\\liftrastronomer --resource-provider Astronomer.Astro --swagger-tag package-2024-08-27-preview --profile latest

add a new interface instead.
