[Refactor]: WSEditorClientConfig to function-based components.

This PR brings the WSEditorClientConfig component up to date with the rest of the project in using modern React.

It also adds more comprehensive testing for the components' workflows.

Current issues:

• Version iteration/filtering not working correctly
• On-update, toggles user back to "By Templates" if on the "By resource property" tab.
• First "resource Id" is not populated in from the dropdown (if avail). (omitting as this is incumbent behaviour)
