What this PR does / why we need it:
Cherry-pick CI fixes from upstream master into 1.34.1-aks, primarily to fix builds (with AKS changes) running out of disk space. Going forward these are likely to be cherry picked into upstream release branches, won't have to be explicitely picked up here. Picks up:
