This PR adds the IoT Operations v2.0.0b1 extension to the Azure CLI extension index, making the new beta version available for installation. The changes include metadata for the new extension version and updates to linter exclusions to accommodate API changes.

Once your pull request is merged into main branch, a new pull request will be created to update
