Reason for Change:
Multitenancy swiftv1 transparent-vlan mode is only supported on linux, so the windows conflist is no longer needed and should not be included in the cni image. The
azure-multitenancy-transparent-vlan.conflistin the cni image will now always be the linux azure-multitenancy-transparent-vlan conflist.Issue Fixed:
