Fixes SCA warnings in our official CI pipelines.
Docker: Ignoring base file as it is technically compliant but the detector cannot detect the dependencies between multiple Dockerfiles, giving us a false positive.
Kubernetes: Disabling as the only kubernetes definitons we have are sample static templates for users to customize - they are non-prod and do not need to be scanned.
