We have since implemented an alternative method in DT.Core to synchronize the instance and history table state in the case of a worker crash that does not rely on the
AllowReplayingTerminalInstancessetting, so this PR marks this setting as obsolete.Since for now this property has not been removed from the Azure Storage repo, we still set it, but we mark the client-facing property as obsolete to discourage use.
