This PR updates the code ownership for the Synapse SDK by adding a new maintainer to the ownership configuration.

@joheredi @xirzec for data-plane SDKs, will we add service teams as their folder root owners? My understanding is this means service team could prepare release fully by themselves, is this our recommandation?
