Pull Request Overview
This PR updates the CODEOWNERS file to transfer ownership of messaging packages (Event Hubs, Schema Registry, and Service Bus) from the SDK team to the respective service teams.
- Removes @m-redding from ownership across all messaging services
- Adds service team members as primary owners while retaining @jsquire for continuity
- Updates both PR label assignments and service owner comments to reflect the new ownership structure
