Introduced MSIDSwitchBrowserModes enum and updated MSIDSwitchBrowserResponse to decode browser_modes as a bitmask from base64url. Updated MSIDSwitchBrowserOperation to use the new enum for private session detection. Added tests for valid and invalid browser_modes handling.
