This PR re-enables a previously disabled test case for phone sign-up options in brokered authentication scenarios. The test verifies that OneDrive and Office show phone sign-up options while Outlook does not when a broker is installed.
- Removes the
@Ignoreannotation that was preventing the test from running - Re-enables TestCase3040042 for phone sign-up option validation

Enabling Phone signup option test again, as the changes are not deployed to WW.
Tested Locally using the URL redirects. The test can run on 08/10/2025 weekly run
