assuming that steps are the same if representations of their configuration, documentation and step_id are the same
for now with DataBundle as an argument to ProcessStep.execute

tests here still work with the old ProcessStep definition, but let's merge this part anyway and update tests in a separate PR (to avoid too much divergence from main) |
