The URL for Learning FROST is inconsistent with other references in the codebase. In the news banners (_includes/news-frost.md and _includes/news-index.md), the link points to https://github.com/BlockchainCommons/Learning-FROST-from-the-Command-Line/blob/main/README.md. However, in _pages/frost.md line 195, it uses https://learningfrost.blockchaincommons.com/ (same as this PR).

Consider standardizing the URL across all references. If https://learningfrost.blockchaincommons.com/ is the preferred canonical URL, the news banners should be updated to match. If the GitHub URL is preferred, this link should be updated.
